He may have been at his ranch but I doubt that was true vacation time. As for Germany, that's a pretty interesting move by them. Most would agree Bush was pretty poor at foreign relations during his term and it seems like Germany is trying to rub it in and make him look bad right as elections are coming up. Still, I don't really think they would've wholeheartedly supported Kerry had he been the one making the case for war against Iraq. The only way this will hurt Bush is if the media makes a big deal of it, or if several other powerful countries start doing the same thing. Kerry could also run with it to try to say he would've built a better coalition.
